SITUATION IN ORGANIZATION
Manager: HSEQ Manager
Functional hierarchy: HSE Superintendent / CSR


ACCOUNTABILITIES
The job holder is accountable for the following activities during offshore project execution:

  • Promoting HSE policies & practices, culture, and objectives for the project as the CPY HSE Reference
  • Verifying implementation and adhesion of Contractor with the requirements of the CONTRACT Exhibit L
  • HSE supervision of the activities at Sites
  • Being “visible at Site” and “walking the talk” with HSE as a priority
  • Intervene where HSE deficiencies are identified and report
  • Attend Project HSE meetings, training, and inspection as when invited to
  • Work closely with the rest of the project team on the assigned location

JOB DIMENSIONS
Al Shaheen field development Phase 3.1 will involve several new EPC projects that would be executed in parallel over the period of 6 years with CAPEX investment of around 9 to 13 billion USD.

The Phase 3.1 Project consists of:

  • New Wellhead Platforms: From 9 to 11 WHP of different types
  • New Riser Platform and new living quarter
  • New Central Processing Facility: One CPF with weight estimate around 22-25kt
  • New pipelines between WHP, CPF, and existing facilities
  • Potential additional pipelines/equipment linked to debottlenecking of existing facilities, Water Alternate Gas, Electrical submerged pumps

Phase 3.1 Project includes both Greenfield & Brownfield scope:

  • The Greenfield aspect includes installation of new surface facilities.
  • The Brownfield scope includes integration of the new CPF into existing facilities on B locations, requiring interfaces with other NOC entities, and SIMOPS works.

The position will be based in Doha offshore, Al Shaheen field.


ACTIVITIES

DAILY:

  • Attend HSE Supervisors Briefing in the morning
  • Attend location-specific TBT within their assigned area of coverage
  • Greenfield:
    • Discharge responsibilities as per NOC PTW Procedure (i.e Area Authority in Greenfield)
    • Ensure sustained compliance during entire shift
  • Brownfield:
    • Ensure adequate HSE coverage and compliance with PTW and supporting documents (inclusive of JSA)
  • As an AGT, conduct pre-shift gas test
  • Liaise with FOPS & other discipline supervisors on site to address HSE concerns and overall promote HSE best practices
  • Submit observations and actions taken to the HSE Superintendent before the evening meeting
  • Coach CTR HSE Officers & monitor their activity
  • Verify effectiveness of rescue plans, including actively participating in drills
  • Verify adequacy of HSE communication posted on site

DAILY:

  • Conduct inspections as per HSE Calendar provided by the HSE Superintendent
  • Conduct HSE activities delegated by the HSE Superintendent (i.e attending JUB Hygiene inspection, random checks of HSE induction, etc.)
  • Attend, as required by the HSE Superintendent, HSE Review meetings with CTR (i.e Observation Register or ATR)

CONTEXT AND ENVIRONMENT
Major Projects involve the development of new offshore platforms and installation of subsea pipelines/cables offshore. Projects will require complex interfaces and collaboration with other NOC entities and CONTRACTORS of various cultural backgrounds and HSE Cultures.


QUALIFICATIONS & EXPERIENCE REQUIRED

  • Large experience on similar activities at equivalent position (minimum number of verifiable 15 years)
  • Familiar with offshore construction and commissioning activities
  • Fluent in English
  • Offshore SIMOPS experience
  • HSE Trainings:
    • OPITO H2S
    • T-BOSIET
    • AGT
    • OERTM
    • NEBOSH or equivalent
